摘要
传统的油田工程建设项目管理过程中由于缺少统一的指挥与协调,在勘察、设计、采购和施工这几个环节容易出现脱节的现象,从而影响项目的运行效率,导致效益较差。EPC项目管理是对整个工程项目实行整体构思、全面安排、协调运行的前后衔接紧密的承包模式,其最大优势在于通过强化项目前期工作来提高项目可行性研究和初步设计深度,使项目最终价格及工期要求的实现具有更大的确定性。以长庆油田石油工程建设项目EPC管理模式为例,分析项目管理模式组织结构,提出了项目管理模式多元化发展、强化项目施工管理、实施精细项目的全过程监管等具体的项目管理运行措施,从而进一步服务油气田地面建设的管理工作。
Due to the lack of unified command and coordination,during the management process of traditional oilfield engineering construction projects,links of survey,design,procurement,and construction are easy to be disjoined, thus affecting the operation efficiency of project and leading to poor benefits. EPC project management is the contract mode with closed connected links to achieve overall conception, comprehensive safety and coordinated operation. The biggest advantage of it is that through strengthening the preliminary work of the project, the feasible study and initial design depth can be improved,thus the certainty of realizing the final price and the requirement of construction period can be larger. Take the EPC management mode of petroleum engineering construction projects in Changqing Oilfield as an example, the organization structure of project management is analyzed, and detailed operation measures of project management, such as the diversified development of project management modes,strengthening of project construction management and the whole process supervision of sophisticated project implementation are put forward, thus further providing service for the management work of oil and gas field surface construction.
