摘要
为探究浙江省水资源利用与经济协调发展的关系,采用Tapio脱钩评价模型、水资源生态足迹模型以及水资源可持续利用评价指标,对浙江省2000—2019年水资源可持续利用状况及其与经济增长的相互作用关系进行了分析评价。研究结果表明:近20 a来浙江省水资源生态足迹呈波动下降趋势,全省水资源利用整体上处于生态盈余的安全状态,且水资源利用效率、生态安全性与可持续性不断提高;研究期内浙江省水资源利用与经济增长总体上脱钩效应较强,主要经历了强脱钩—弱脱钩-强脱钩几个阶段,其中农业用水脱钩关系优于工业用水。浙江省水资源可持续利用与经济高质量协调发展的态势明显,但在工业用水脱钩方面还有一定的提升空间。未来进一步促进水资源可持续利用的重点方向为高效利用有限水资源、开发应用水污染防治与节水技术,同时逐步优化产业结构。
In order to explore the coordinated development between water resources utilization and economy in Zhejiang province,the interaction between water resources sustainable utilization and economic growth from 2000 to 2019 is analyzed and evaluated with the Tapio decoupling model,water resources ecological footprint model and sustainable utilization evaluation indicators.The result shows that in the past 20 years,water resources ecological footprint in Zhejiang province has shown a downward trend,and the water resource utilization has been in a safe state of ecological surplus and the water resources utilization efficiency,ecological security and sustainability have been continuously improved.During the study period,the overall decoupling effect of water resources utilization and economic growth in Zhejiang province is relatively strong,and it generally go through stages of strong decoupling-weak decoupling-strong decoupling and decoupling relationship of agricultural water use is better than industrial water use.The situation between water resources sustainable utilization and high-quality economic development in Zhejiang province is obvious,whereas the decoupling of industrial water use can still be improved.Future measures for water resources sustainable utilization are efficient utilization of limited water resources,development and application of water pollution prevention and water-saving technologies,and gradually optimizing the industrial structure.
