如何走出一条不同于东部、又有别于西部的新的发展道路,已成为贵州经济社发展面临的重大战略选择。“低空开放”政策的先行先试,是推动贵州经济社会跨越式发展的重大战略选择。事实上,在贵州率先设立“低空开放特区”,不仅有利于促进贵州经济高质量发展,有利于促进我国区域经济协调平衡发展,而且有利于改善贵州乃至我国在国际产业分工中的地位,从而形成西南地区新的经济增长极。
