摘要
当前,GDP基数或经济总量偏小和文化教育相对落后,既是贵州省经济社会发展的最大矛盾,也是制约贵州经济社会发展的最大不利因素。对于深处内陆山区、不沿海不沿边不沿江的贵州省来说,反贫困仍是经济社会发展面临的根本任务,也是贵州社会建设摆脱贫穷落后状态、走向现代文明的重要前提和历史起点。适应国家进一步扩大开放和实施西部大开发战略的新形势、新要求,贵州省应主动出击,选准经济社会发展的战略突破口,聚焦重点行业和关键领域,全面实现"后发赶超"。为此,借鉴国家率先在东南沿海实行开放和创办深圳、珠海、厦门、汕头等四个经济特区的特殊优惠政策和便利措施,借势贵州省三大国家级试验区建设,在近十年低空空域改革的基础上率先在贵州省全域低空空域实行开放、创办"低空开放特区"不仅是必要的,而且是可行的,甚至可以说是助推区域性脱贫攻坚、创造经济社会发展"贵州奇迹"的最大政策契机。
With reference to the special preferential policies adopted by the state to open and establish four special economic zones in the southeast coast,such as Shenzhen,zhuhai,Xiamen and shantou,the construction of the three state-level comprehensive experimental zones in Guizhou has been continuously promoted.On the basis of the low-altitude airspace reform of the past decade,it is not only necessary but also feasible to take the lead in opening the low-altitude airspace of Guizhou Province and establish a"low-altitude open special zone".It can even be said that it is the biggest policy opportunity to boost regional poverty alleviation and create the"Guizhou miracle"of economic and social development.At present,the low level of education and education is the biggest contradiction in the economic and social development of Guizhou,and the biggest unfavorable factor that restricts the current economic and social development of Guizhou.For Guizhou,which is deep inland and not along the coast or the river,poverty eradication is still the fundamental task facing Guizhou’s economic and social development.It is also an important prerequisite and historical starting point for Guizhou’s social construction to get rid of poverty and backwardness and gradually move toward modern civilization.In line with the new situation and requirements of the country’s further opening up and the implementation of the Western Development Strategy,Guizhou Province should take the initiative to select strategic breakthroughs in economic and social development,focus on key industries and key areas,and fully realize the"catch up".To this end,we will actively strive for special preferential policies from the state to Guizhou Province,and take the lead in opening the low-altitude airspace of Guizhou Province and establishing the"low-altitude open special zone".This is not only a strategic breakthrough for taking the initiative to attack and achieve"catching up".Moreover,it is an inevitable choice and the best strategic measure to drive the Nati
