摘要
运用内容分析方法,将科技创新人才培养政策工具划分为能力提升型、保障激励型、思想环境型、改革支持型四类,呈现不同类型政策工具在科技创新人才培养不同阶段的配置情况,并从三个维度对其进行考察。研究发现,我国科技创新人才培养存在政策工具与政策目标匹配度不高、政策工具与政策环境不适应、政策工具之间协调性不强等问题。因此,科技创新人才培养政策工具优化配置需要改革人才管理体制,明确政策工具使用范围;重视科技创新人才培养规律,增强政策工具实施效果;满足科技创新人才需要,加强政策工具功能整合。
With the application of content analysis,policy tools for scientific and technoligical innovative talents are divided into four types as ability promotion,guarantee incentive,ideological environment and reform support,and the allocation of different types of policy tools at different cultivating stages are demonstrated from three perspectives here in this paper.It is found that problems such as the low matching degree between policy tools and policy objectives,the inadaptability with policy environment,and the weak coordination between policy tools still exist.In order to optimize the allocation of policy tools,reforms of talent management should be conducted and the implementation range be defined;law of talent cultivation must be focused on and the executive efficiency be improved;the needs of the talents should be met and the function integration of the tools be strengthened.
