摘要
以20102019年间颁布的376件科技人才政策为研究对象,采用“主体过程环境”分析框架对我国科技人才政策体系的建设进展进行回顾和展望。对照科技人才中长期发展规划的要求,我国科技人才政策体系在人才管理体制和环境、人才培养与开发、人才流动与配置、人才评价与激励等方面均取得显著进展。“十四五”时期仍需加强科技人才法制化建设;突出高校、科研院所和企业等创新主体在政策体系中的差异性和主体作用;强化各创新主体的互动和合作。
Targeting at 376 pieces of scientific and technical talent policies introduced during the year 2010 to 2019,this paper uses a Subject-Process-Environment framework to analyze and outlook the development of China's scientific and technical talent policy system.As guided by the National Talent Plan,new policies have promulgated in several areas such as talent management,innovation culture cultivation,talent training,talent mobility,talent evaluation,etc.To improve the scientific and technical talent policy system during the 14th Five-Year Plan period,we argued that,firstly,the legal system construction of scientific and technical talent management should be reinforced;secondly,the difference and main role of universities,research institutes and companies must be stressed;thirdly,the interaction and cooperation among universities,research institutes and companies should be strengthened.
