生态环境应急监测指挥系统构建

摘要 针对监测手段单一、应急监测物资与应急监测过程缺少完善的信息系统支撑等问题,突破无人机飞控一体化集成技术,构建天空地一体化应急监测体系,以“平战结合”为理念构建应急监测指挥系统,基于应急监测态势一张图,实现从应急监测资源管理、事件接报与响应、方案编制与执行到事件报告与总结的全过程管理,是面向应急监测指挥组、现场监测组工作人员有效的信息化手段,为快速减轻污染、及时降解污染物提供决策依据,提高应急监测效能。 Aiming at the problems of single monitoring means,lack of perfect information system support for emergency monitoring materials and emergency monitoring process,we will break through the integrated technology of UAV flight control integration,and build sky and ground integrated emergency monitoring system,and build emergency monitoring and command system based on the concept of“combination of peacetime and wartime”.Based on a map of emergency monitoring situation,it realizes the whole process management from emergency monitoring resource management,incident receiving and response,scheme preparation and implementation to incident report and summary.It is an effective informatization means for the staff of emergency monitoring command group and on-site monitoring group.It provides decision-making basis for quickly reducing pollution and timely degrading pollutants,and improves the efficiency of emergency monitoring.
