摘要
环境保护督察制度在我国生态文明建设过程中有效促进了生态文明制度体系的创新发展。总结中央环保督察的发展历程、运行机制和优化路径对推进中国生态文明建设具有重要意义。从历史视角来看,我国环境保护督察主要可分为督企为主的环境监察阶段以及党政同责的环境督察阶段。从运行机制来看,纵向上中央环保督察主要通过强化党的领导以提高地方政府对生态政策的执行效力;横向上则通过全面覆盖党委、政府和市场主体等以强化监督和促进整改。为保证中央环保督察制度的有效落实,应继续积极调动群众力量以激活监督力、坚持党的领导以坚定价值取向、完善制度构建以确保长效性。
The environmental protection supervision system has effectively promoted the innovation and development of the ecolog ical civilization system in the process of ecological civilization construction in China.It is of great significance to summarize the de velopment process,operation mechanism,and optimization path of the central environmental protection supervision for promoting the construction of ecological civilization in China.From a historical point of view,China's environmental protection supervision can be divided into two stages:the stage of environmental supervision in which enterprises are the main inspection object and the stage with the same responsibility of the Party and government.From the perspective of operation mechanism,in the vertical dimen sion,the central environmental protection supervision mainly strengthen the leadership of the Party to improve the effectiveness of local governments in the implementation of ecological policies;in the horizontal dimension,the central environmental protection su pervision strengthen supervision and promote rectification by comprehensively covering the Party committee,government,and mar ket subjects.In order to ensure the effective implementation of the central environmental protection supervision system,we should continue to actively mobilize the masses to activate the supervision,adhere to the Party's leadership to firm the value orientation,and improve the system construction to ensure long-term effectiveness.
