摘要
文章采用2011—2018年中国285个地级及以上城市的面板数据,运用静态和动态空间杜宾模型分别探讨正式环境规制和非正式环境规制对环境污染的影响,并进一步考察了绿色技术创新在两者间的中介作用,结果表明:异质性环境规制能有效缓解环境污染,其中正式环境规制的作用更显著;异质性环境规制对环境污染的缓解作用具有较强的空间溢出效应,不仅能缓解本地的环境污染,还能降低邻近城市的环境污染水平;异质性环境规制缓解环境污染的长期效应显著优于短期效应;绿色技术创新在正式环境规制对环境污染作用中存在部分中介效应,对非正式环境规制的中介效应不显著。
Based on the panel data of 285 cities in China from 2011 to 2018,this paper uses the static and dynamic spatial Durbin model to explore the impact of formal environmental regulation and informal environmental regulation on environmental pollution,and further examines the mediating role of green technology innovation.The results show that heterogeneous environmental regulation can effectively alleviate environmental pollution,and the role of formal environmental regulation is more significant;heterogeneous environmental regulation has a strong spatial spillover effect on the mitigation of environmental pollution,which can not only alleviate the local environmental pollution,but also reduce the environmental pollution level of neighboring cities;the long-term effect of heterogeneous environmental regulation is significantly better than the short-term effect;green technology innovation has a partial mediating effect on the effect of formal environmental regulation on environmental pollution,while the mediating effect on informal environmental regulation is not significant.
