摘要
以八大综合经济区为核心的区域协同发展战略是新时期总体发展战略的重要支撑,考察八大综合经济区高质量发展的相对差距更具现实意义。本文从经济运行、创新驱动、社会和谐与共享、资源环境可持续四个方面构建高质量发展指标评价体系,综合运用熵权法、CRITIC法和空间Dagum基尼系数,全面揭示2007-2018年中国八大综合经济区高质量发展现状及其区域差异性。研究表明:(1)八大综合经济区高质量发展水平整体偏低,但呈逐渐向好趋势,且中国高质量发展存在地区非均衡性特征,落后地区对领先地区存在一定程度的"追赶效应"。(2)中国区域高质量发展的总体协调性正逐渐增强,但八大综合经济区的区域内部差距水平参差不齐,呈现出差异化演进趋势,且各地区内部省域差异在总体差异中的贡献格局存在显著的差异化特征、区域间高质量发展的弱协同性普遍存在。本研究能够为缩小综合经济区高质量发展区域差距及加快推进中国区域高质量协同发展提供经验参考。
The regional coordinated development strategy with the eight comprehensive economic zones as the core is an important support for the overall development strategy in the new period.It is more practical to investigate the relative gaps in the high-quality development of the eight comprehensive economic zones.This article constructs a high-quality development index evaluation system from four aspects:economic operation,innovation drive,social harmony and sharing,and sustainable resources and environment.It comprehensively uses entropy method,CRITIC method and spatial Dagum Gini coefficient to fully reveal the eight major cities in China from 2007 to 2018.The status quo of high-quality development of comprehensive economic zones and their regional differences.The research shows:(1)The high-quality development level of the eight comprehensive economic zones is generally low,but showing a gradual improvement trend,and China’s high-quality development has regional imbalance characteristics,and backward regions have a certain degree of"catch-up effect"on leading regions.(2)The overall coordination of regional high-quality development in China is gradually increasing,but the level of intra-regional gaps in the eight comprehensive economic zones is uneven,showing a trend of differentiation,and the contribution of regional differences in the overall difference.There are significant differences in the pattern,and weak synergy of high-quality development between regions is widespread.This research can provide experience reference for narrowing the regional gap of high-quality development of comprehensive economic zones and accelerating the promotion of high-quality coordinated development in China.
