摘要
目前,日印两国在政治、经济、安全领域关系密切,并实现了双方“印太战略”的对接。两国强化关系的动机缘于有着鲜明中国指向特征的地缘对抗思维和经济竞争逻辑:与中国争夺印太秩序的主导权;防范中国在印太两洋的实力延伸与拓展;对冲中国“一带一路”日益提升的影响力。展望未来,两国经济合作或将进一步深化;在安全关系方面,印度也逐渐转变犹豫立场,着力推动与美日澳构筑海上战略“准同盟”关系。鉴此,中国有必要关注日印关系的发展,审视双方的战略动能及政策进度,从而思考应对之举。
At present,Japan and India have close ties in fields of politics,economy,security,regional and multilateral cooperation,and have realized the docking of their“Indo-Pacific Strategy”.The motivation for the two countries to strengthen their relations stems from the thinking of geopolitical confrontation and the logic of economic competition,which is distinctly aiming at China:competing with China for the dominance of the Indo-Pacific order;preventing the extension and expansion of Chinese power in the Pacific and Indian Oceans;focusing on Japan s“high-quality infrastructure”export expansion plan and the“Asia-Africa Development Corridor Plan”led by both sides to hedge the growing influence of China s Belt and Road Initiative.On the one hand,Japan is driven by economic motives and has brought India s development into“economic competition strategy”track with China.On the other hand,Japan focuses on the field of political security and wants to integrate India(shares similar values)into the alliance system headed by the U.S.,while the“India-Pacific”policy of India s Modi government focuses on economic development.Therefore,in the bilateral and multilateral economic cooperation,Japan and India will deepen their relations.Compared with Japan s positive attitude in promoting bilateral security relations between Japan and India,India still has some doubts.However,in view of the recent tension between China and India,India intends to build a maritime strategic“quasi-alliance”relationship with the U.S.,Japan and Australia,which will cause strategic pressure and policy dilemma to China.In the future,we should pay more attention to the development of Japan-India relations,examine the strategic momentum and policy progress of both sides,and actively think of China s strategy.
