新常态下农民远程教育学习影响因素研究

摘要 中国政府自上而下的扶贫政策效果显著。然而,激发农民学习的主观能动性才是消除贫困根源的治本之策。调查数据显示,在农民的学习行为意愿和认知能力方面存在一定问题,主要表现为个体学习意愿消极且极其功利。这些问题的产生可归为,不良的认知环境和心智模式较低两个方面。因此,需要改变农民的心智模式。场景下的反复练习和让其融入变化的外部世界是最好的两种办法。此外,政府在教育上的补贴也可以改变这些行为。因具有便捷和低成本的特点,由政府主导的远程教育无疑是首选。 Chinese government’s top-down anti-poverty policy is effective.However,when it comes to the fundamental solution to the elimination of poverty,the answer lies in stimulating farmers’initiative in learning.Survey data show that there are some problems in farmers’willingness to learn and cognitive ability,which are mainly manifested as negative learning intention and extreme utilitarianism.The causes of those problems could be attributed to two factors,i.e.bad cognitive environment and low mental mode.Therefore,farmers’mental model needs to be changed.Two best measures are to practice the scene over and over again and incorporate it into the changing external world.In addition,government subsidies for education can make a change too.In this regard,the government-led distance education is undoubtedly the first choice due to its convenience and low cost.
