摘要
基础研究作为科技创新的源头活水,是实现科技自立自强和构建新发展格局的最基本依托,对于改变传统"模仿型"创新路径、推动前沿基础技术突破、促进科技与经济的紧密结合等均具有举足轻重的作用。当前,我国基础研究取得了显著进步,但在基础研究投入、基础研究成果产出、基础研究顶尖人才培养、基础研究设施与环境等方面,与发达经济体相比,离构建新发展格局和实现科技自立自强提出的要求,仍存在不少差距。建议深化体制机制改革,构建多元化基础研究投入机制,强化基础研究人才培养,优化基础研究设施条件和环境,加强基础研究领域国际合作,为基础研究发展营造良好的社会氛围,推动基础研究更好服务国家战略目标、支撑科技自立自强和新发展格局构建。
As a source of scientific and technological innovation,the basic research is the foundation to achieve self-reliance and self-improvement in science and technology and build a new pattern of development.It also plays a crucial role in changing the traditional"imitation"innovation path,promoting cutting-edge basic technological breakthrough,and advancing the tightness combination of science and technology and economy.At present,China’s basic research has made remarkable progress,but compared with developed economies in terms of basic research investment,output of basic research results,training of top talents in basic research,infrastructure and environment for basic research,there are still many gaps to bridge in order to meet the requirements of building a new development pattern and achieving scientific and technological independence and self-improvement.It is suggested that we deepen reform of the system and mechanism and basic research to build diversified input mechanism,strengthen the basic research personnel training,optimize infrastructure research conditions and the environment,strengthen international cooperation in the field of basic research,research and development on the basis of creating a favorable social atmosphere,to promote basic research to better serve the national strategic goals,support the free-standing self-improvement and the new development pattern of science and technology.
