摘要
进入新世纪以来,我国科技实力显著提升,重点领域发展取得突破性进展,科技创新支撑经济社会发展成效显著,科技创新体制机制和政策环境持续优化,已大踏步迈进创新型国家行列,但建设世界科技强国还任重道远。未来中长期,新一轮科技革命和产业变革浪潮持续向纵深推进,疫情影响下全球经济复苏面临重重困境,全球科技经济合作模式正在发生转折性变化,我国科技创新发展面临前所未有的复杂多变的内外部环境。要审时度势,扬长避短,按照"改革先行、开放创新、全面发展、创造未来"的方针部署,把握好方向和重点,推动科技成果更广范围、更深层次惠及经济社会发展,深化科技体制机制改革,重构国家创新体系,推进国家创新体系现代化,全面强化科技进步对经济社会高质量发展、可持续发展的有力支撑,开启全面建设社会主义现代化国家新征程。
Since entering the new century,China’s scientific and technological strength has increased significantly,breakthroughs have been made in the development of key areas,scientific and technological innovation has achieved remarkable results in supporting economic and social development,and the scientific and technological innovation system and policy environment have continued to be optimized.The goal of a world power in science and technology still has a long way to go.In the medium and long term,a new wave of technological revolution and industrial transformation will continue to advance in depth.Under the influence of the epidemic,the global economic recovery will face many difficulties.The global technological and economic cooperation model is undergoing turning changes,and China’s technological innovation and development will face a complex and changeable environment.It is necessary to assess the situation,maximize strengths and avoid weaknesses,follow the policy of"reform first,open innovation,comprehensive development,and future-oriented",adhere to the right direction and focus,promote scientific and technological achievements in a wider range and deeper levels to benefit economic and social development,and deepen the reform of scientific and technological systems and mechanisms.Establish a national innovation system,promote the modernization of the national innovation system,comprehensively strengthen the strong support of scientific and technological progress for the high-quality and sustainable development of the economy and society,and start a new journey of building a modern socialist country in an all-round manner.
