摘要
“十三五”时期,合川区以“污染防治攻坚战和生态优先绿色发展行动计划”为重要抓手,深入实施“蓝天、碧水、宁静、绿地、田园”五大环保行动,生态环境保护取得显著成效。面向“十四五”持续改善生态环境阶段目标和2035年生态环境根本好转的总体目标,合川协同推进经济高质量发展和生态环境高水平保护将面临“三大困境”和“四重机遇”。“十四五”时期,合川区生态环境保护将按照“提气降碳强生态,增水固土防风险”的总体思路,持续做好五项重点工作:以碳减排为着力点推动绿色低碳转型、加强生态保护修复、深入打好污染防治攻坚战、强化全过程风险管控、加强区域协同保护。
During the“14th Five-Year Plan”period,with the“action plan for the tough battle against pollution and the green development given priority to ecology”Hechuan District,thoroughly implemented the“blue sky,clear water,quietness,green land and fields”five environmental protection actions,and the ecological and environmental protection has achieved remarkable results.In order to reach the goal of sustainable improvement of the ecological environment in the“14th Five-Year Plan”period and the overall goal of fundamental improvement of the ecological environment in 2035,Hechuan will face“three dilemmas”and“four opportunities”in promoting high-quality economic development and high-level protection of the ecological environment.During the“14th Five-Year Plan”period,the overall idea of ecological environment protection in Hechuan district is to implement the new development concept,promote gas enhancement,carbon reduction,ecology enhancement,water enhancement,soil prevention and risk prevention,and promote high-quality development with high-level protection.The five paths to continuously improve ecological and environmental quality are as follows:promoting green and low-carbon transformation with carbon emission reduction as the focus;strengthening ecological protection and restoration;intensifying the battle of pollution prevention and control;strengthening risk management and control throughout the whole process;and strengthening regional coordinated protection.
