摘要
从区域差异视角出发,剔除环境因素的影响,对不同农业保险标的资源禀赋水平的省、自治区以及直辖市进行农业保险效率测算、比较和影响因素分析,以更加科学、合理地反映中国31个省、自治区以及直辖市的农业保险效率状况,为中国农业保险高质量发展提供参考。首先按照农业保险标的资源禀赋水平对31个省、自治区以及直辖市进行聚类分析,以此剔除环境影响因素后,运用DEA-Tobit方法在不同分组内对政策性农业保险发展效率及其影响因素做分析。结果显示:中国政策性农业保险整体呈现基本有效率状态,处于规模报酬递增的快速发展阶段,且主要依靠技术效率的增长;不同农业保险标的资源禀赋水平地区的农业保险效率值及其增长速度呈现明显差异,农业保险标的资源禀赋水平较高的地区农业保险效率普遍较高;不同农业保险标的资源禀赋水平地区的农业保险效率值在不同程度上在受不同变量的影响,表现出明显的区域差异。为加快推进农业保险高质量发展,应重视区域差异的影响,科学评判不同地区农业保险效率值,可在充分借鉴先进经验的基础上,针对不同农业保险标的资源禀赋水平的地区采取不同程度的扶持政策,从而实现到2030年农业保险补贴有效率的发展目标。
From the perspective of regional differences,eliminating the influence of environmental factors,agricultural insurance efficiency calculation,comparison and analysis of influencing factors were carried out for different levels of agricultural insurance subject resource endowments in different provinces,autonomous regions and municipalities to more scientifically and reasonably reflect the efficiency of agricultural insurance in China’s 31 provinces,autonomous regions and municipalities,and provide reference for the high-quality development of agricultural insurance.First,cluster analysis was conducted on 31 provinces,autonomous regions and municipalities directly under the central government according to the level of resource endowment of agricultural insurance subject matter.After eliminating the environmental impact factors,DEA-Tobit method was used to analyze the development efficiency and influencing factors of policy-based agricultural insurance in different groups.The results showed that:(1)The policy-based agricultural insurance in China is in a state of basic efficiency and is in a stage of rapid development with increasing returns to scale,which mainly depends on the growth of technical efficiency.(2)Agricultural insurance efficiency values and their growth rates in areas with different levels of agricultural insurance subject matter resource endowment present significant differences.In areas with higher levels of agricultural insurance subject matter resource endowment,agricultural insurance efficiency is generally higher.(3)Agricultural insurance efficiency values in areas with different resource endowment levels of agricultural insurance subject matter are affected by different variables to varying degrees,showing significant regional differences.In order to accelerate the high-quality development of agricultural insurance,we should attach importance to the influence of regional differences and scientifically evaluate the efficiency value of agricultural insurance in different regions.We will adopt
