摘要
近年来,在保费补贴政策的推动下,我国农业保险发展迅速,势头喜人。然而,道德风险频发、补贴资源不均衡、补贴水平同质化、补贴内容缺乏特色等问题也随之出现,其支农惠农的效果也因此大打折扣。本文以湖南省为例,采用基于AHP方法下比较方法科学评价这一阶段农业保险补贴政策扶贫效率评价研究,并提出了我省农业保险补贴服务精准扶贫的优化机制及保障措施。
In recent years, agricultural insurance in China has been developing fast under the promotion of premium subsidy policy. However, with the problems such as moral risks, imbalanced subsidy resources, homogenization of the content of subsidies level and lack of features, the beneficial effect on farmers is therefore greatly reduced. Taking Hunan Province as an example and based on the AHP method and comparison method, the paper makes an evaluation of agricultural insurance subsidies for anti-poverty in this stage and puts forward the suggestions and measures of an optimized system of targeted poverty alleviation.
