摘要
环境影响评价制度引入我国已有四十多年的历史。目前,社会上陆续出现环评被其他利益诉求“利用”、责任关系倒置等问题,这项制度也到了需要变革的阶段。新形势下,新的制度变革要在国家“放管服”改革框架下进行,既需要同市场经济体制相匹配,也需要满足人民群众对美好生活的需求。环评制度改革首先要承认环评的科学性与不可替代性,在此基础上,变革的是审批模式,以建立政府监管、企业担责、社会监督的良性模式。
Environmental impact assessment system was introduced into China over 40 years.At present,problems such as the“utilization”of EIA by other interests and the inversion of responsibility relationships had emerged,and EIA system had reached to the stage of reform.Under new situation,institutional reform should be carried out within the framework of“release-regulation-service”reform,which not only need to match the market economy system,but also meet the people’s needs for a better life.The reform of EIA should be conducted on the basis of recognition of the scientific and irreplaceable nature of EIA,and concentrate on change of approval model to establish a benign model of government supervision,corporate responsibility,and social supervision.
