摘要
随着以互联网为代表的信息技术的快速发展与广泛应用,信息素养与数字素养、网络素养等概念被提出,并在政府文件、学术研究、宣传报道等不同的语境中频繁出现。为了厘清三者之间的关系,以国内政府文件与国际组织发布的报告为研究对象进行内容分析,研究发现:在中外使用语境中,三种素养均是包含了知识、技能与态度的综合素养;欧洲国家更多地使用数字素养概念,中美使用信息素养概念较多;信息素养在我国政府文件中使用最为广泛,数字素养与网络素养逐渐被重视;国际上,数字素养与信息素养已经形成了共识性的实践指导框架,网络素养尚处于学术研究阶段。研究建议,学术研究领域应厘清三者之间的关系,深化数字素养与网络素养研究,提出适合我国国情的、具有指导性的数字素养、网络素养框架与指标体系,研发相关评估工具,推进数字素养与网络素养实践。
With the rapid development and wide application of information technology,the concepts of Information Literacy,Digital Literacy and Network Literacy have been proposed and frequently appeared in different contexts such as government documents,academic research and news reports.In order to clarify the relationship between the three literacy,the paper takes domestic government documents and reports issued by international organizations as research objects to analysis.It finds that in the context of Chinese and foreign usage,the three kinds of literacy are comprehensive literacy including knowledge,skills and attitude.European countries use the concept of Digital Literacy more,while China and America use the concept of Information Literacy more.Information Literacy is the most widely used in Chinese government documents,and Digital Literacy and Network Literacy are gradually being valued.Digital Literacy and Information Literacy have formed a common framework for practical guidance,while Network Literacy is still in the stage of academic research.It is suggested to clarify the relationship among the three literacy,deepen the research on Digital Literacy and Network Literacy,put forward a guiding framework and indicator system,develop relevant assessment tools,and promote the education.
