摘要
全球电子烟行业快速发展,我国电子烟的使用也呈增长趋势。本文通过回顾电子烟的定义及发展、电子烟的管制情况、国际权威组织对电子烟的管制建议等,梳理我国电子烟的监管进程和各地方省市的管理规定,提出对电子烟进行管制的建议。具体建议包括:加快推动电子烟立法监管进程;应对电子烟行业监管缺位带来的潜在风险;开展以学校为基础的电子烟危害教育。
With the rapid development of the global e-cigarette industry,the use of e-cigarette is also increasing at a rapid rate.This article summarizes the definition and development of e-cigarette,the control situation,and the suggestions of international authoritative organizations on the control of e-cigarette,reviews the supervision process of e-cigarette in China and the management regulations of various regions,and puts forward the suggestions on the control of e-cigarette.The suggestions include to accelerate the process of promoting the supervision of e-cigarette,to deal with the potential risks of the lack of supervision in the e-cigarette industry,and to carry out school-based e-cigarette hazard education.
