摘要
2010年以来,韩国政府实施了以创新为主线的系列高等教育国家战略工程,通过强化政府管控、遵循“事本主义”逻辑,采取遴选择优的竞争性资助方式,推进教育强国战略。工程运行过程中,出现了工具理性对价值理性的僭越,资本过度介入加剧高等教育发展的“马太效应”,以及刚性指标所导致的“不虞效应”等问题。高等教育国家战略工程建设应注意各主体间的权责边界与角色定位,缩小结构性资助差距,调适高等教育评估体系,以促进高等教育国家战略工程良性发展。
Since 2010,the South Korean government has implemented a series of national strategic projects for higher education with innovation as the mainline.By strengthening government control,following"things-oriented"logic,and adopting competitive and selective funding methods,it has promoted the strategy of building a strong education nation.During the operation of the project,problems such as the arrogance of instrumental rationality over value rationality,the aggravated"Matthew effect"caused by excessive capital involvement in the development of higher education,and the"betrayal effect"caused by rigid indicators appeared.Therefore,the construction of the national strategic project of higher education should pay attention to the power and responsibility boundary and role positioning between the subjects,narrow the gap of structural funding,and adjust the higher education evaluation system to promote the sound development of the national strategic project of higher education.
