摘要
文章调研整理了日本科技创新举国体制的两次经典案例——VLSI计划和ImPACT计划,通过对典型案例的解读和分析,从任务选择导向、联合攻关协作机制、重大科技任务管理三方面揭示了日本推行重大科技任务联合攻关的理念和模式,从宏观的"政府与市场关系"、中微观的"要素动员机制"以及评价考核标准三方面系统分析了我国科技创新新型举国体制的主要特征,并借鉴日本经验、结合我国实际情况,提出具体对策建议。
This paper introduce two classical cases of national system in Japan-VLSI and ImPACT,revealed the concept and mode of joint research of major Science and Technology project from three aspects:project selection and orientation,the cooperation mechanism of joint research and the management of it,the characteristics of new national system were summarized from the macro perspective of“government-enterprise”,and the micro perspective of mobilization mechanism and the evaluation criteria,put forward some suggestions based on Japanese experiences and the situation in China.
