摘要
近年来,私营安保公司逐渐成为欧盟边境安全治理中的新兴行为体。欧洲具有雄厚的私营安保行业基础和丰富的安保经验,加强边境安全管控的需求使欧洲主动将相关业务外包给私营安保公司,从而促成了欧盟边境安全治理的私人化。目前,私营安保公司主要通过渲染边境安全威胁和推动欧盟边境问题安全化、积极游说欧盟委员会以及边境机构以影响和塑造欧盟的边境安全政策、参与政府机构组织的各种边境安全研讨会或科研项目计划等路径,来获得政府合同并得以参与欧盟边境安全治理。私营安保公司的这些做法为欧盟边境安全治理带来积极作用的同时,也带来了诸多的消极问题及潜在风险,需要全面客观地进行分析。
In recent years,private security companies have gradually become the emerging actors in EU border security governance.The privatization of border security governance in the European Union is due to the strong foundation of private security industry and rich security experience in Europe,as well as the strengthening of border security control and the initiative to outsource related businesses to private security companies.At present,private security companies mainly obtain government contracts and participate in EU border security governance through the following three ways:exaggerating the threat of border security,promoting the security of EU border issues,actively lobbying the European Commission and border agencies to influence and shape EU border security policies,and participating in various border security seminars or research projects organized by government agencies.These practices of private security companies have brought not only positive effects on EU border security governance,but also many negative problems and potential risks,which need to be comprehensively and objectively analyzed.
