摘要
文章基于1997—2016年中国30个省级面板数据,系统考察了人力资本积累对二氧化碳排放的影响及其传导机制。研究发现:人力资本积累对二氧化碳排放的影响呈现倒U型曲线,当平均受教育年限达到8年左右时,继续增加人力资本会使得碳排放量下降;技术创新和收入水平是人力资本积累影响二氧化碳排放的两个重要传导渠道;人力资本积累能够有效地提高技术创新水平和收入水平,从而显著降低二氧化碳排放,这一影响趋势在环境规制相对严格的地区和沿海省份更为显著。文章的政策启示是人力资本提高有助于提升大气环境和经济发展质量,助推中国经济的高质量发展。
Using panel data from 30 provinces in China from 1997 to 2016,our analysis confirms an inverted-U relationship between human capital and carbon dioxide emission.When the average time of education is about 8 years,increasing human capital will reduce carbon emissions.By examining the transmission mechanism,we find that human capital accumulation can achieve the goal of reducing carbon emissions by encouraging technological innovation andimproving income levels.Compared with other regions,this impact is more significant in coastal provinces and those that have strict environmental regulations.These findings suggest that developing human capital is an important mechanism to improve the environment and economic growth quality in China and policies should be designed for different regions.
