摘要
粗放型经济发展模式下我国沿海地区经济快速发展,但也形成了畸形的产业结构和一系列环境污染问题,地方政府在其中扮演重要角色。构建1996—2018年中国11个沿海省份的面板数据模型,采用GMM有效矩估计法,分析财政分权背景下环境规制对沿海地区产业结构的影响。实证研究结果表明:环境规制能够正向促进沿海地区产业结构升级但存在“钝性”的影响效应;财政分权政策会影响地方政府行为,导致地方政府财力与财政支出不平衡,沿海地区地方政府有动机采取“短视性”经济发展政策而降低环境规制力度,进而不利于产业结构升级;在政绩考核体系中引入环保等多元化指标可有效缓解沿海地区地方政府的“短视性”。
Under the extensive economic growth mode,the economy in coastal areas of China develops rapidly,but it also forms a deformed industrial structure and a series of environmental pollution problems,in which the local governments play an important role.Through constructing panel data model of 11 coastal provinces from 1996 to 2018 with system GMM efficient method of moments estimation,this paper empirically analyzes the impact of environmental regulation on the industrial structure in coastal areas based on the fiscal decentralization.The results show that environmental regulation can promote the upgrading of industrial structure in coastal areas,but it has a blunt effect;at the same time,the behavior of local governments will be affected by the fiscal decentralization policy,which leads to the imbalance of local governments financial resources and fiscal expenditure.Local governments in coastal areas have the incentive to adopt“short-sighted”economic development policies and lower the environmental regulation standards,thus hindering the upgrading of industrial structure.Introducing of environmental protection and other diversified indexes in government performance evaluation can effectively alleviate the“short-sightedness”of local governments in coastal areas.
