摘要 针对煤矿安全监管监察中执法重复、职责不清、第三方参与不足的问题,以霍尔三维理论为基础,构建煤矿安全监管监察多方参与协同模型,在时间维、逻辑维、知识维的基础上增加组织维,探讨监管监察多方参与过程。并通过建立霍尔活动矩阵,分析了多方参与模式的应用前景和特点。通过分层次分阶段的方式,能够满足组织分工清晰,监察责任明确的要求。 Aiming at the problems of duplication of law enforcement, unclear responsibilities, and insufficient third-party participation in coal mine safety supervision, based on Hall three dimensions theory, a collaborative model of multi-party participation in coal mine safety supervision and inspection was built based on time, logic, and knowledge to increase organizational dimensions and explore the process of multi-party participation in supervision. And through the establishment of the Hall activity matrix, the application prospects and characteristics of the multi-party participation model are analyzed. Through a hierarchical and phased approach, it can meet the requirements of clear division of labor and clear supervision responsibility.
