摘要
随着各级国土空间规划编制工作的有序推进,对第三次全国国土调查数据等现状数据准确性的要求愈发严格。《关于开展国土空间规划“一张图”建设和现状评估工作的通知》中也明确指出,国土空间规划“一张图”建设三大步骤的第1步就是“统一形成一张底图”,这张底图是以第三次全国国土调查成果为基础,整合规划编制所需的空间关联现状数据和信息,形成坐标一致、边界吻合、上下贯通的一张底图。按照中央和相关部委的要求,第三次全国国土调查的成果数据作为国土空间规划编制的基础数据,由于二者分类存在差异,因此需按对第三次全国国土调查的成果数据进行分类处理转换。以滨州市博兴县为例,结合国土空间总体规划基数转换实践,在梳理第三次全国国土调查工作分类与规划用途分类对应关系的基础上,依托大数据、机器学习等方法,提出了一套可复用、自动化程度高的基数转换方法。
With the orderly progress of the preparation of national land spatial planning at all levels,the accuracy requirements for current data such as“the third national land survey”data have become more stringent.The Notice on Carrying Out the Construction of the“One Map”of Land and Space Planning and the Assessment of the Status Quo also clearly states that the first step of the three major steps in the construction of the“One Map”of the land and space planning is to“unify the formation of a base map”.The base map is based on the results of the third national land survey,and integrates the spatial correlation status data and information required for planning and compilation to form a base map with consistent coordinates,coincident boundaries,and continuous up and down.According to the requirements of the central government and relevant ministries and commissions,the results of the third national land survey were used as the basic data for the preparation of the national spatial planning.Due to the difference in the classification of the two,the results of the third national land survey must be classified and converted.Taking the case of Boxing County,Binzhou City as an example,we combined the practice of cardinal conversion of land and space overall planning.On the basis of sorting out the corresponding relationship between“the third national land survey”work classification and the planning purpose classification,relying on big data,machine learning,etc.A set of reusable,highly automated base conversion methods were put forward.
