摘要
为贯彻落实国土空间规划“一张图”建设工作,我国部分地区根据国土空间规划编制和管理陆续开展基数转换方案研究。然而,现状基数转换细化工作目前尚缺乏准确、高效的细化方法,未形成一套完整的转换调查体系。针对该问题,本文提出一种基于兴趣点数据的国土空间规划现状基数转换细化调查方法。本方法梳理了“三调”工作分类与“用地用海分类”衔接规则,借助自主研发的内业处理系统与外业移动调绘平台,结合兴趣点、地籍图等多源数据进行基数转换细化分类。为检验方法的有效性,以广汉为例进行了分析。结果表明,本方法提高了基数转换的工作效率,基数转换地类细化结果完成率达到99%以上。这为国土空间规划现状“一张图”提供了有力技术支撑,具有重要的应用和推广价值。
In order to implement the construction of“One Map”for national territory spatial planning,some regions in China have conducted research on the conversion scheme based on the compilation and management of national territory planning.However,there is currently a lack of accurate and efficient refinement methods for basic data conversion,and a complete conversion system has not been formed.To address this issue,this paper proposes a basic data conversion method in national territory spatial planning based on POI data.This method clarifies the connection rules of“third national land survey”work classification and“land and sea use classification”,and utilizes an independently developed internal processing system and an external mobile mapping platform,combined with multiple sources of data such as POI and cadastral map,to refine the conversion of baselines.To verify the effectiveness of the method,an experimental analysis was conducted using Guanghan as a case study.The results show that the proposed method improves the efficiency of base data conversion,and the completion rate of the results reaches more than 99%.It provides strong technical support for the current“One Map”of national territory planning,and has important practical and promotional value.
