摘要
随着2019年常住人口城镇化率超过60%,我国已经从城镇化1.0时代的初期积累、基础性发展,走向城镇化2.0时代成熟、完善、提高的新阶段,县域发展和县级国土空间总体规划面临创新与转型。通过分析县域城镇化的演变逻辑与典型特征,总结了城镇化2.0时代县级单元发展目标、发展逻辑、发展动力转型新趋势。并以湖南醴陵为例,从区域协同、品质特色、自然生态和人本维度提出“区域协同构建一体化空间战略、基于人与自然和谐构建保护开发空间格局、注重增存并重提高资源利用综合效益、回归人本价值塑造高品质国土空间、强化特色优势构建特色化发展路径”5个县级国土空间总体规划响应策略,以期为城镇化2.0时代的县级单元规划建设转型提供参考。
China's urbanization rate of permanent population has exceeded 60%in 2019.Since then,China has moved from the initial accumulation and basic development in the urbanization 1.0 era to a new stage of maturity,perfection and improvement in the urbanization 2.0 era.At the same time,county development and county--level land space master plan are also facing innovations and transformations.In this paper,by analyzing the evolution logic and typical characteristics of county urbanizaion,the author summarizes the development goal,development logic and new trend of development power transformation of county units in the urbanization 2.0 era,and takes Liling,Hunan Province as an example.From the dimensions of regional coordination,quality characteristics,natural ecology and humanism,the author puts forward five response strategies for the overall planning of county-level and space,which are taking regional coordination measures to build an integrated space strategy,building a spatial pattern of protection and development with harmony between man and nature,paying attention to increasing,preserving,and improving the comprehensive benefits of resource utilization,retumning to people--oriented values to shape high-quality land space,and strengthening characteristic advantages to build a characteristic development path.The research result can provide reference for the transformation of county--level unit planning and construction in the urbanization 2.0 era.
