摘要
当今世界已迈入数字时代,各国的医保、医疗服务体系正在广泛对接数字化,进入"数字医保新常态"。数字医保是依托于大数据、人工智能、物联网、区块链等数字技术开展的医保治理。数字化推动医保的治理手段和方式转型升级,提高了治理效率、保障水平和保障质量,促进了保障效果的公平性。不过,数字医保仍面临治理主体间利益协调与保障内容选择难题,治理方式和治理手段的局限等挑战,需要在提升数字医保技术水平、完善数字医保标准建设并注重隐私保护的基础上,建立跨区域医保管理协作机制,推动线上线下融合,调整支付方式,协调各方利益,循序渐进地增加保障内容。
As the world enters the digital era, the medical insurance and healthcare systems in various countries are being extensively digitized and entering the new normal phase of the digital medical insurance. Digital medical insurance is the healthcare governance based on digital technologies. Digitalization drives the transformation and upgrading of the governance means and methods of the medical insurance and improves the governance efficiency, protection level, quality and fairness. However, the digital medical insurance still faces challenges in terms of the coordination of interests among governance subjects, the choice of protection contents, and the limitations of the governance means and methods. We put forward some policy measures, such as establishing a cross-regional medical insurance management collaboration mechanism, promoting online and offline integration, adjusting payment methods to coordinate the interests of all subjects, and gradually increasing the protection contents of medical insurance, etc.
