摘要
目的:探究适合展示我国心血管系统药品价格水平变化的价格指数,客观描述心血管药物价格水平并掌握其波动情况,为后续开展该类品种价格监测提供借鉴。方法:提取全国医药经济信息网中心血管系统药物的采购数据,编制定基拉氏、定基帕氏、定基费氏和链式费氏价格指数,对比不同指数在各类药品价格管理相关政策影响下的差异与变化,并用相关分析和组内相关系数评价指数间的一致性。结果:2015年来,我国医院心血管药物价格指数持续走低,其中定基帕氏指数变化幅度最大,定基拉氏指数变化幅度最小。4种心血管系统药物价格指数间相关系数高、一致性佳,但不同政策属性分类一致性存在差异。结论:不同价格指数反映价格水平存在差异,品种的用量对指数编制将产生较大影响,费氏指数相对稳定,既能反应价格变化,也能反应用量结构变化,可以作为长期开展价格监测的方法,在重大政策调整前后,建议配合拉氏和帕氏指数综合研判。
Objective:To evaluate the performance of various drug price indexes(DPI)for accurately reflecting cardiac medications price level change in China and recommending the most suitable index for subsequent price monitoring.Method:Procurement data of cardiac medications is extracted from the Chinese medicine economic information(CMEI)database.Laspeyres Price Index,Paasche Price Index,Fisher Price Index and Chain Fisher Price Index are evaluated in this study.It groups actual price changes over time of cardiac medications according to different categories and compared these 4 indices by Intraclass correlation coefficient(ICC)and correlation analysis.Results:Since 2015,the overall trend of cardiac medications has shown a downward trend,but different DPI of different categories cardiac medications responded differently.The decline trend of Paasche Price Index is the largest while Laspeyres Price Index changes more stable.The changing trends of these 4 DPIs are highly correlated and good in consistency.Conclusion:Different price indices reflect differently in drug price levels,and the usage of medications will have great impact on DPI.Fisher Price Index is relatively stable and more truly reflects the overall price level and changes in the structure of drug categories,which is a suitable index for subsequent price monitoring.It is recommended to combine different kinds of DPI before and after the major policy adjustment.
