摘要
目的评价药品集中带量采购政策对山东省药品使用的影响,为后续推进药品带量采购工作提供数据支撑和决策参考。方法基于山东省2016年1月至2021年4月25种药品采购数据,运用间断时间序列法分析药品采购量、采购金额、用药频度、日均费用和药品价格指数在政策执行前后的变化。结果山东省实施带量采购政策后,药品采购量和用药频度有所上升,采购金额明显降低,日均费用和药品价格指数出现断崖式下降。结论药品集中带量采购政策有助于破除"药价虚高"现象,减轻百姓用药负担。建议增加药品多样性,配套其他机制协同发力,真正实现惠及民生的政策目标。
Objective To evaluate the influence of centralized volume-based drug procurement policy on drug use in Shandong Province,and provide data support and decision-making reference for the subsequent promotion of drug procurement.Methods Based on the purchase data of 25 drugs in Shandong Province from January 2016 to April 2021,this paper analyzed the changes of drug purchase quantity,purchase amount,defined drug dose numbers(DDDs),defined daily dose cost(DDDc)and drug price index(DPI)before and after the implementation of the policy by using discontinuous time series method.Results After the policy implementation,drug purchase quantity and DDDs increased with obvious decrease of the purchase amount while DDDc and DPI dropped precipitously.Conclusion Centralized volume-based drug procurement policy is helpful to eliminate the phenomenon of"high drug price"and reduce the drug burden.It is suggested to increase the diversity of drugs and coordinate efforts with other mechanisms,so as to truly achieve the policy goal of benefiting people.
