摘要
新冠肺炎疫情暴发以来,舆论监督作用突出,由央视频等官媒开通的关于火神山、雷神山医院建设的慢直播引起了上亿网友“围观”,公众的这一监督行为被称为“云监工”。“云监工”的监督范式是舆论监督的新形态,研究其参与监督的政治过程、监督特征及监督机制对完善新时代中国特色社会主义监督体系具有重要意义。分析可见,公众对国内的疫情防控能力及廉洁状况普遍持积极情绪,大部分公众对国家疫情防控部署持肯定和支持态度。“云监工”政治过程呈现出监督方式的有序性,参与方式的围观性,监督话语的政治性,且具有监督主体获得感强,监督客体内容广泛,监督过程持续跟进的特征。“云监工”的监督范式具有助推公众与政府间的良性互动、利于政务公开以及便于“下情上达”去科层化的政策启示。
Since the outbreak of the new crown epidemic,public opinion has played a prominent role in supervision.Among them,the slow live broadcast on the construction of Huoshenmountainhospital and Leishen mountain hospital,which were launched by the central video and other official media,caused hundreds of millions of netizens to surround to watch,and this supervision behavior of the public is called cloud supervisor.The supervision paradigm of cloud super visionis a new form of public opinion supervision.It is of great significance to study its political process,supervision characteristics and supervision mechanism for improving the socialist supervision system with Chinese characteristics in the new era.It can be seen from the analysis that the public generally have positive emotions about the domestic epidemic prevention and control ability and integrity,and most of the public have affirmed and supported the national epidemic prevention and control deployment.The political process of"cloud supervisor"shows the order of the supervision mode,the onlooking of the participation mode,and the political nature of the supervision discourse.It also has the characteristics of strong sense of acquisition of the supervision subject,wide content of the supervision object and continuous follow-up of the supervision process.The supervision paradigm of"cloud supervisor"has the policy enlightenment of promoting the benign interaction between the public and the government,facilitating the openness of government affairs and facilitating the de stratification of report the feelings of the common people.
