摘要
双循环发展格局的核心在于强化国内大循环的主体地位。国内经济进入高质量发展阶段和国际经济环境的剧烈变化是我国强化国内大循环主体地位的两个主要原因。鉴于当前国内经济发展形势,强化国内大循环主体地位的任务主要包括:加快技术创新、人力资本等高端生产要素的培育;强化工匠精神,稳步提升产品质量,推进质量强国战略;积极培育新的经济增长点,并做好风险控制;加速国内经济体制改革,不断健全相关机制体制。强化国内大循环主体地位并不意味着否定国际大循环,相反国际大循环对我国未来经济发展依然十分重要。在推动国内大循环发展中,必须注意防止极端思想、以经济发展质量提升作为首要目标、处理好经济安全和经济效率关系等几个问题。
The core of the dual cycle development pattern is to strengthen the dominant position of the domestic big cycle. The high quality development of domestic economy and the drastic changes of international economic environment are the two main reasons for China to strengthen the dominant position of domestic large cycle. In view of the current domestic economic and economic development situation, the tasks of strengthening the main position of the domestic large cycle mainly include: speeding up the cultivation of high-end production factors such as technological innovation and human capital;strengthening the craftsmanship spirit, steadily improving the product quality and promoting the strategy of strengthening the country through quality;actively cultivating new economic growth points and doing a good job in risk control;accelerating the reform of the domestic economic system and constantly improving the relevant policies and system. To strengthen the great circle does not mean to deny the international circulation, on the contrary, it is still very important for China’s future economic development. In the process of promoting the development of China’s large-scale cycle, we must pay attention to the prevention of extreme thoughts, take the improvement of the quality of economic development as the primary goal, and deal with the relationship between economic security and economic efficiency.
