摘要
谋划文化发展意义上的"一带一路"倡议的深入推进,为我国文化"走出去"和"引进来"带来机遇的同时,也带来不容忽视的挑战,特别是处在中华民族伟大复兴的战略全局和世界百年未有之大变局的历史交汇期,文化安全深刻影响着我国参与全球治理的文化基础。当前,"一带一路"倡议实施过程中,我国文化安全依然面临着国际社会的负面舆论发酵、恐怖主义侵害、西方文化渗透、错误社会思潮恣虐和宗教极端思想泛滥等挑战。维护我国文化安全是总体国家安全建设的紧迫课题,必须加强新时代意识形态安全治理现代化、提升文化安全管理和危机处理能力、建立文化安全综合治理体系、严厉防范打击国内外有害社会思潮的渗透与侵蚀,在不断加强国际合作与提升文化开放水平中构建我国文化安全的"保护屏"。
The in-depth promotion of the "One Belt andOne Road" initiative in the sense of cultural development brings opportunities for Chinese culture to "go global" and "bring in" as well as challenges that cannot be ignored. In the implementation of "One Belt and One Road",China faces some "noise" from international community that damages the culture image of China,the violation of our ideological security by international terrorism,the foreign culture to our country the destruction of the cultural sovereignty,wrong ideological trend of China’s cultural values,and other comprehensive factors influencing China’s cultural industry security. Maintaining China’s cultural security is an urgent task in the overall national security construction. It is necessary to enhance the ability of cultural security management and crisis handling;establish a comprehensive governance system for cultural security;erosion of harmful ideological trends abroad.We will actively promote international cultural exchanges and dialogue,and strengthen the "protection screen" for China’s cultural security in several dimensions through cultural openness.
