摘要
智库建设是国家治理体系和治理能力现代化的重要内容。当前,中国智库蓬勃发展,在开启全面建设社会主义现代化国家新征程之际,地位愈发凸显。制度具有根本性、全局性、稳定性和长期性的优势,如何利用制度更好规范智库建设,一直是智库研究领域的重点课题。特别是在中央提出建设中国特色新型智库后,从健全政府信息公开制度、重大决策意见征集制度、政策评估制度、政府购买决策咨询服务制度、舆论引导机制等五个方面入手,加快完善相关制度保障体系意义重大。
Think tank construction is an important part of the modernization of state governance system and governance capacity.At present,China's think tanks are booming,and their status is becoming more prominent as they embark on a new journey of building a modern socialist country in an all-round way.The system has the advantages of fundamental,overall,stability and long-term.How to use the system to better regulate the construction of think tanks has always been a key topic in the field of think tank research.In particular,after the central government proposed to build new think tanks with Chinese characteristics,it is more significant to speed up the improvement of the relevant institutional guarantee system from five aspects,namely,improving the government information disclosure system,major decision-making opinion collection system,policy evaluation system,government purchasing decision-making consulting service system,and public opinion guidance mechanism.
