摘要
"习近平法治思想"重要理论内涵"十一个坚持"中的第五个坚持,即"坚持在法治轨道上推进国家治理体系和治理能力现代化"蕴含着国家治理和社会治理现代化与法治化两个价值目标。国家治理和社会治理现代化作为"国家现代化"内涵的进一步展现,体现了区别于工业、农业、国防和科学技术"四个现代化"所具有的"物质现代化"不同的"精神现代化"的理论内涵和政策要求。国家治理和社会治理现代化首先是法治化。在总结党的十一届三中全会以来国家治理和社会治理现代化建设中所取得的成功经验基础上,正确处理国家治理和社会治理现代化与法治化关系,丰富国家现代化领域的法治理论。
The fifth insistence in the"eleven insistences"that constitutes the important theoretical connotation of"Xi Jinping’s thought on the rule of law",that is,"persistent on the rule of law to promote the modernization of the national governance system and governance capabilities".The in-depth interpretation of the interrelationship between the two value goals of national governance and social governance modernization and legalization points out that the modernization of national governance and social governance as a further demonstration of the connotation of"national modernization"has the difference from the technological"four modernizations"of industry,agriculture,national defense and science with different theoretical connotations and policy requirements of"spiritual modernization"from"material modernization".The modernization of national governance and social governance firstly focuses on the legalization of national governance and social governance.At the same time,on the basis of summarizing the successful experiences gained in the modernization of national governance and social governance since the Third Plenary Session of the 11 th Central Committee of the Communist Party of China,the theoretical plan and practice for correctly handling the relationship between the modernization of national governance and social governance and their legalization were put forward and enriched the theory of rule of law in the field of national modernization.
