摘要
在国家治理体系中,基层社会治理是基础性环节,与国家治理相得益彰,互相促进、相互成就。基层社会治理的效果依赖于法治化水平的不断提高,围绕着基层社会治理这一核心主题,需要强化法治的价值取向,提高治理主体的法治意识和规则意识,完善相关法律规范体系,形成多元共治格局。推进基层社会治理法治化的重要路径,在于制度创新、机制创新,应不断提高基层社会的组织和动员能力,以基层社会民生为本,以满足基层社会发展为目标,贯通基层社会治理和国家治理,从而促进国家治理体系和治理能力现代化。
In the national governance system,grassroots social governance is a fundamental link,complementing national governance,promoting each other and achieving mutual success.The effectiveness of grassroots social governance relies on the continuous improvement of the rule of law.Around the core theme of grassroots social governance,the value orientation of the rule of law needs to be strengthened.There is a need to raise the awareness of the rule of law and rules among the subjects of governance,improve the system of relevant laws and regulations,and form a pattern of joint governance by multiple subjects.Regarding the important ways to promote the rule of law in grassroots social governance,the first point lies in institutional and mechanical innovation.The second point is that the organisation and mobilisation capacity of grassroots society should be continuously improved.The third point is based on the livelihood of grassroots society.The fourth point is to make meeting the development of grassroots society the goal,and to cut across grassroots social governance and national governance,thus promoting the modernisation of national governance capacity and level of governance.
