摘要
时间银行在过去被视作一种互助养老方案和志愿服务的创新模式,但在实践中逐渐发挥着社会治理的功能。从社会治理体系创新和社会治理格局完善的角度,探讨了时间银行作为一种社会治理形态的适用性与可行路径。从结构维度阐述了时间银行与社会治理格局的内在关联,从共治机制视角分析了时间银行于社会治理格局的嵌入路径。时间银行不仅是一种社会治理形态和载体,而且是一种促进公共利益的社会行动,时间银行可以通过社区融合促进社会自治和资源整合,实现公平正义,进而提升社会治理效能。时间银行是促进积极老龄化以及公益资源整合的有益尝试,能够推动社会公共利益的最大化,为社会治理的发展注入新鲜活力。在加强和创新社会治理的背景下,时间银行具有更大的发展空间,其对社会治理的影响和价值需被总结和关注。
In the past,Time Bank was regarded as an innovative model of mutual pension scheme and voluntary service,but it gradually plays a role of social governance in practice.This article discusses the applicability and feasible routes of the Time Bank as a form of social go-vernance from the perspective of social governance system innovation and social governance structure improvement.We expounds the internal relation between the Time Bank and social governance pattern from the dimension of structure,and analyzes the embedding path of the Time Bank in social governance pattern from the perspective of Co-governance mechanism.It is believed that the Time Bank is not only a form and carrier of social governance,but also a social action to promote public interests.Time Bank can promote social autonomy and resource integration through community integration,achieve fairness and justice,and thus improve the efficiency of social governance.Time Bank is a beneficial attempt to promote active aging and the integration of public resources.It can promote the maximization of social public interests and inject fresh vitality into the development of social governance.Under the background of strengthening and innovating social governance,the Time Bank has greater development space,and its influence and value on social governance should be summarized and paid attention to.
