摘要
目的从推动实际工作和提升发展绩效角度出发,构建一套区域卫生发展综合评价指标体系和评价方法,为我国卫生系统绩效评价提供理论与实践参考。方法通过文献研究和专家咨询建立卫生发展综合评价候选指标库,采用德尔菲法,对指标进行筛选,确定评价指标。结果构建了包含3个维度、20个市级指标、16个区级指标的区域卫生发展综合评价指标体系,采用综合指数法开展了应用评价。结论本研究从实际应用出发,提供了一套区域卫生工作整体绩效的定量评价方法,指标的选择兼顾学术性和实践性,评价要点符合国际卫生健康发展理念。
Objective To establish a comprehensive evaluation indicator system and evaluation method for regional health development,and provide theoretical and practical reference for health system performance evaluation in China.Methods A database of candidate indicators for comprehensive evaluation of health development was established through literature research and expert consultation.The indicator system was selected by Delphi method.Results A comprehensive evaluation indicator system of regional health development was constructed,including 3 dimensions,20 municipal level indicators and 16 district level indicators,the comprehensive index method was used to carry out the evaluation.Conclusion Based on the practical application,this study provides a set of quantitative evaluation methods for the overall performance of regional health work;The selection of indicators should be both academic and practical;The key points of evaluation are in line with the international concept of health development.
