摘要
目的系统梳理国际卫生系统绩效评价框架并构建关键路径模型，研究框架构建过程中的理论、方法及规律。方法通过描述性系统综述法系统检索相关文献，结合理想类型法构建关键路径模型，并在此基础上对框架进行研究。结果国际卫生系统绩效评价框架构建包括评价框架构建目的、卫生系统边界、卫生系统目标、卫生系统结构以及卫生系统框架维度确定5个关键步骤。结论目的决定评价框架的功能类型，同时与边界和目标共同决定评价框架的结构模型。广义卫生系统结构模型和狭义卫生保健系统结构模型作为目前主流模型，广泛应用于卫生系统绩效评价。然而，卫生系统目标和结构之间联系的建立，作为评价框架构建的关键步骤，仍然面临挑战。
Objective To analyze the performance evaluation framework and construction pathway model of international health system, and study the main theories, methods and laws of the framework construction systematically. Methods Descriptive systematic review was used to retrieve the literature, and the ideal type method was used to construct the critical pathway model, for a study of the frameworks. Results The performance evaluation framework is constructed by defining the five steps.- the construction purposes, health system boundary, health system goal, health systems architecture, and health systems framework dimensions. Conclusions Purpose determines the function type of the framework, while the boundary and target determine the structure of the framework jointly. Generalized model of the health system structure and the narrowed model of the healtheare system are widely used in the health system performance evaluation. The construction of the bridge between objectives and structures of the health system is still faced with challenges.
