摘要
以形式理性著称的理性官僚制理论上并没有担当的价值空间,但当代中国科层制处于传统、现代、后现代交织的社会转型之中,处于从历史官僚制向理性官僚制对接的转型时期,有必要继承传统伦理精粹,发扬使命型政党的红色力量,以担当的价值理性驾驭官僚机器的形式理性,发挥国家治理制度优势,实现国家治理效能。这就需要实现政策民主化与政策科学化的有机统一,培养干部践行担当精神的政策能力与科学方法;从底线思维向上限思维转换,激励干部主动担当的愿望和激情;从封闭检查向绩效的有限开放转向,释放担当的价值空间;从问责兜底向精准问责转变,赋予敢于担当的底气和勇气。
Rational bureaucracy does not bear the value of commitment,but contemporary Chinese bureaucracy is transforming from traditional to modern to post-modern society,docking from the historical bureaucracy to the rational bureaucracy,it is necessary to inherit the essence of the traditional ethics and carry forward the red force of the party,to take value rationality of commitment to harness bureaucratic machine,to give full play to the advantages of national governance system,to realize national governance efficiency.Therefore,we should realize the organic unity of policy democratization and policy scientization,and cultivate the policy competence and scientific method of cadres to practice the spirit of commitment.shifting from the bottom line thinking to the upper limit thinking,stimulating the desire and passion of cadres to take the initiative;transferring from the closed inspection to the limited opening of performance to release the value space of commitment;shifting from simple accountability to precision accountability,giving cadres the confidence and courage to commitment.
