摘要
随着一流大学建设进程的深入推进,对一流大学政策演进规律进行研究具有重要的理论和现实意义。文章以1993年至2018年中国中央政府发布的149份一流大学政策为研究对象,从政策数量、政策主题、政策发布机构、政策类别、政策效力等五个变量及其相互关系角度分析了政策的总体特征,进而将其政策演进规律总结为:演进动力来源于持续性地探索学习,演进方式呈现为从单一政策主题到多政策主题,演进过程表现为基于政策主题的非线性政策过程。
With the deepening construction process of world-class universities in China,it is of great theoretical and practical significance to study the evolution pattern of the policies of world-class university construction.This paper takes 149 world-class university construction policies issued by the Chinese central government from 1993 to 2018 as the research object,analyzes the overall characteristics of the policy from the perspective of five variables such as the number of policies,policy themes,policy issuing agencies,policy categories,and policy effectiveness and their interrelationships,and then summarizes the law of policy evolution as:the evolutionary motivation comes from continuous exploration and learning,the evolutionary approach presents from a single policy theme to a multi-policy theme,the evolution process is characterized by a non-linear policy process based on policy themes.
