摘要
国民语言能力的提升是少数民族地区语言扶贫政策实施的重要方面。甘南地区的藏族主要使用藏语、国家通用语和汉语方言,其语言能力因年龄、受教育程度、居住地的不同而呈现差异。在开展语言扶贫过程中,提高藏汉双语能力是适应社会经济发展和满足藏族发展意愿的现实需求。建议当地明确语言扶贫的对象和目标,加强语言教育培训,继续推广国家通用语,合理开发和利用语言资源,做好语言扶贫的支撑保障工作,创新督导评估机制。
The improvement of national language ability is an important aspect of the implementation of language poverty alleviation strategy in ethnic areas. The Tibetans in Gannan mainly use Tibetan,Putonghua and Chinese dialects.Their language ability varies with age,education level and residence. In the process of language poverty alleviation,improving Tibetan Chinese bilingual ability is the practical need to adapt to the social and economic development and meet the wishes of Tibetan people. The premise of the implementation of the strategy is to make clear the target and target of language poverty alleviation in Gannan area. We suggest that the local government should strengthen language education and training and continue to promote the national common language,rationally develop and utilize the language resources in Gannan area,do a good job in supporting the language poverty alleviation,and innovate the supervision and evaluation mechanism.
