摘要
随着工程造价市场化改革的深入推进,市场决定工程造价机制将逐步建立和完善,因计划经济体制得以广泛应用的定额需要在市场化机制下回归本质。本文梳理总结我国定额的发展脉络,分析定额的认识误区和存在问题,从建立基于动态定额的造价指标、发挥定额在施工企业管理中的作用等四个方面提出相关建议。
Along with the market reform of construction cost going deep into advance,mechanism of the market deciding construction cost will progressively set up and perfect,quota widely applied following Planned Command Economy need to return its essence at market mechanism.This paper summarizes the development grain of quota in China,analyzes misunderstanding about quota and problems existed,and puts forward suggestions from four aspects about the quota application,such as establishing construction cost index based on dynamic quota,playing a major role of the quota for construction enterprise management.
