摘要
在内因和外因的共同作用下,动态管理成为提升计价依据科学性和时效性的必然选择,也是工程计价依据顺应高质量发展要求的首要选择。文章从外界环境影响源、影响载体、被影响的计价依据三方面,探析工程计价依据体系主要偏差形成的机理。为解决计价依据与工程实际存在不合理偏差的问题,提高计价依据体系的时效性、合理性,文章综合应用工程计价原理和系统工程方法理论,从机制完善、流程优化、方法提升等方面探索建设工程计价依据的动态管理,为计价依据体系管理新模式提供有效参考。
Under the combined action of internal and external factors,dynamic management has become an inevitable choice to improve the accuracy and timeliness of basis for construction pricing,and is also the primary choice for construction pricing basis to comply with the requirements of high-quality development.From three aspects of external environmental impact sources,impact carriers,and impacted basis for construction pricing,the mechanism of the formation of main deviations of system of basis for construction pricing is explored.To solve the unreasonable deviation problem of basis,improve timeliness and rationality of the system,this paper studies the comprehensive application of engineering valuation principle and the theory of system engineering method,explores the dynamic management of pricing basis of construction projects from the aspects of mechanism improvement,process optimization and method improvement,which will provide an effective reference for the new management mode of pricing basis system.
