摘要
建设工程造价管理中运行的政府定额源于泰勒的科学管理原理,其作用强于计划经济时期,弱于市场经济时期。有关政府定额管理研究中对其消极否定的一面主要包括政府计划说、发展脱节说、水平失准说、过度依赖说;对其积极肯定的一面主要包括科学管理说、计价依据说、国有投控说、市场适应说;对其今后的改革建议包括取消定额市场定价观、肯定定额动态管理观、推荐定额标准管理观。政府定额作用涉及政府与市场在工程造价管理中的作用关系,市场需活力应自主,政府需监管应服务。作为行业标准化发展及产业政策实施的工具,政府定额的标准化作用意义重大,需依时空、情境以服务行业与社会发展的公共产品来看待。
The government quota in the construction project cost management originates from Taylor’s scientific management principle, and its role is stronger than that in the planned economy period and weaker than that in the market economy period. The negative side of government quota research mainly includes government planning theory, development disjointed theory, level inaccurate theory and over dependence theory. The positive side mainly includes scientific management theory,pricing basis theory, state-owned investment and control theory and market adaptation theory. The suggestions for its future reform include abolishing the quota market pricing view, affirming the quota dynamic management view and recommending the quota standard management view. The role of government quota involves the role relationship between the government and the market in project cost management. The market needs vitality and should be independent, and the government needs supervision and service. As a tool for the development of industry standardization and the implementation of industrial policies, the standardization of government quota is of great significance, which should be treated as public goods serving industry and social development according to time, space and situation.
