摘要
中欧投资协定谈判如期完成给中国2020年对外经贸合作画上了圆满的句号,这表明极限施压和单边主义并不能从根本上解决分歧和矛盾,唯有加强沟通与合作、在双边或多边规则体系下进行协调和良性竞争,才能给世界各国带来更为长远的利益。作为一个高水平的国际经贸协定,中欧投资协定通过有效的制度性安排将中欧两大市场、两大文明更紧密结合起来,这将对双方乃至整个世界经济格局产生重要且积极的影响。通过对中欧投资协定谈判的背景和主要过程进行梳理,并结合现有公开资料对协定主要内容进行分析和评价,可以得出结论:该协定有助于中欧构建“贸易”+“投资”双轮驱动的经济合作新模式,契合中国经济发展战略的需要,也有助于欧盟摆脱经济颓势并实现战略自主,推动世界经济格局实现多元化。
The completion of the China EU investment agreement negotiation on schedule has brought China s foreign trade and economic cooperation to a successful end in 2020,which shows that extreme pressure and unilateralism cannot fundamentally solve the differences and contradictions.Only by strengthening communication and cooperation,carrying out coordination and healthy competition under the bilateral or multilateral rules system,can China bring more long-term benefits to all countries in the world.As a high-level international economic and trade agreement,the China EU investment agreement,through effective institutional arrangements,will more closely integrate the two major markets and civilizations of China and the EU,which will have an important and positive impact on both sides and even the whole world economic pattern.This paper combs the background and main process of China EU investment agreement negotiation,and analyzes and evaluates the main contents of the agreement in combination with the existing public information.We believe that the agreement will help China and the EU build a new model of economic cooperation driven by"trade"+"investment",meet the needs of China s economic development strategy,help the EU get rid of the economic downturn and achieve strategic autonomy,and promote the diversification of the world economic pattern.At the end of the paper,the agreement s future is prospected and relevant suggestions are put forward.
