摘要
法治化营商环境是一个国家为市场主体开展投资和生产经营活动所提供的一种完善且有效的制度安排,其功能体现在稳定预期、激发活力及优化政企关系等方面。我国法治化营商环境建设仍存在政策法规系统性不足、执法规范性亟待加强、市场主体地位平等性不足、投资者信心有待提升及相关评价体系研究缺乏等现实问题。围绕制度建设、执法规范、法治精神、政务诚信及科学评价等重点领域,持续优化我国法治化营商环境。
Legalized business environment is a perfect and effective institutional arrangement provided by a country for market entities to carry out investment,production and operation activities.The functions are stabilizing expectations,stimulating vitality and optimizing the relationship between government and enterprises.There are still some practical problems in the construction of legalized business environment in China,such as the lack of systematic policies and regulations,the urgent need to strengthen the standardization of law enforcement,the lack of equality of market subject status,the lack of investor confidence and the lack of researches on relevant evaluation system.We should continue to optimize the legalized business environment on the impotent areas,such as system construction,the standardization of law enforcement,the spirit of the rule of law,government integrity and scientific evaluation.
