摘要
优化区域营商环境是健全区域协调发展体制机制、建设现代化经济体系、推动经济高质量发展的重要举措。基于企业生命周期理论和权力规制理论,从市场主体微观行为、政府规制的视域完善我国区域营商环境评价指标体系,开展全国区域营商环境评价实证研究。研究结果表明我国营商环境存在较为明显的区域差异,主要体现在:部分区域内部营商环境相对优势沿着"核心城市(城区)—核心城市(城区)所在省市—相邻省市"迅速衰减、不同类型公用设施供给的区域不平衡性呈现分化特征、司法解纷和信贷服务区域不平衡性相对显著、规制过程复杂且涉及利益相关体较多的指标在各区域呈现改革"深水区平衡"现象、全国垂直管理领域指标呈现区域间"相对平衡"。为破解我国区域营商环境的不平衡问题,应加强跨省市协同顶层设计,完善优化营商环境的区域沟通协调机制;重视以"标准化"促进"平衡化",进一步降低营商环境"行政区划壁垒";统筹推进审批制度改革经验扩散;聚焦司法和信贷领域体制机制性创新扩散;推动各区域在部分指标领域实现"深水区平衡"现象的破解。
Improving the regional business environment is an important measure to improve the systems and mechanisms for coordinated regional development, build a modernized economic system and promote high-quality economic development. Based on the theory of enterprise life cycle and power regulation, this paper improves the evaluation index system of China’s regional business environment from the perspective of market micro-behavior and government regulation, and carries out an empirical study on the evaluation of regional business environment across the country. The results show that there are obvious regional differences in China’s business environment,which are mainly reflected in the following aspects: the relative advantages of the business environment within some regions are rapidly declining along the lines of "core city-he provinces where the core city is located-neighboring provinces and cities", the regional imbalance of different types of public facilities supply presents differentiation characteristics, the regional imbalance of judicial dispute settlement and credit service is relatively significant, the indicators with complex regulatory process and involving many stakeholders show the phenomenon of "balance in the deep water zone"of reform in each region, the indicators of vertical management in China are"relatively balanced"among regions. In order to solve the imbalance of China’s regional business environment, it is necessary to strengthen the top-level design of inter-provincial coordination and improve the regional communication and coordination mechanism for optimizing the business environment, attach importance to promoting balanced development with standardized means, and reduce "administrative division barriers"of business environment, coordinate and promote the diffusion of experience in the reform of the examination and approval system, focus on the diffusion of institutional innovation in the judicial and credit fields, and solve deep-seated problems in regional coordination in some indexed
